The basic approach to organizing the planning structure of Strelka was the revival of the principles and spirit of the Makaryevskaya Fair. The territory of the fair was formed by a block building in the central part and picturesque stand-alone pavilions in the coastal zone. Retrospective analysis of Strelka showed that the territory from the stadium to the Alexander Nevsky Cathedral contained a lake Barantsevo, which became one of the main accents of the new layout.

The planned site development from the stadium to the Sovnarkomovskaya street represents an ensemble of buildings and pavilions separated by a central boulevard leading to the Cathedral. The center of culture and recreation repeats the trail of historical development on the internal structure, but it is covered by a modern flat roof from above, which forms atriums and inner yards. The complex of buildings includes cultural entertainment and sports facilities, underground parking, a skate-park near the lake, a recreational area with a park on the embankment and along the boulevard.
